Each of South Africa’s provinces has something special to offer. The Northern Cape Province has many unique and unexplored attributes. The Province is the largest in terms of size in the country and has a coastline of approximately 300km. It is also the least densely populated province in the country. The competitive advantage that we hold as the Northern Cape is our tremendous geographic size, our mineral riches, our sun, wind and hydro-energy resources and our fresh produce, including vegetables, grains, fruit and protein. We are also home to the best wines in the country. Awe-inspiring landscapes and beautiful fauna and flora define our tourism offering.

KEY INCENTIVES NATIONAL

KEY INCENTIVES NATIONAL INCENTIVE SCHEMES The National Department of Trade, Industry and Competition (dtic), in collaboration with other public and private sector entities, has developed a number of incentive schemes to assist with the growth of certain sectors. INCENTIVE SCHEME MANUFACTURING COMPETITIVENESS ENHANCEMENT PROGRAMME (MCEP) FOCUS OF SCHEME Machinery, equipment, plant, commercial vehicles, land and buildings. SECTOR SPECIFIC ASSISTANCE SCHEME (SSAS) Non-profit business organisations in sectors and subsectors of industries prioritised by the dti. CLOTHING AND TEXTILE COMPETITIVENESS IMPROVEMENT PROGRAMME (CTCIP) Manufacturers and other areas of the apparel value chain in South Africa. SUPPORT PROGRAMME FOR INDUSTRIAL INNOVATION (SPII) Personnel related costs, travel expenses, direct material, capital items and tooling, software, documentation, testing and trials, licensing costs, quality assurance and certification, patent costs, and subcontracting and consulting. MANUFACTURING INVESTMENT PROGRAMME (MIP) Local and foreign-owned manufacturers who wish to establish a new production facility, expand an existing production facility or upgrade an existing production facility in the clothing and textiles sector. 12I TAX INCENTIVE Improvement of capital stock in manufacturing sector including tobacco, alcoholic beverage, arms and ammunitions, etc. AUTOMOTIVE INVESTMENT SCHEME (AIS) Automotive sector through investment in new and/or replacement models and components. PEOPLE-CARRIER AUTOMOTIVE INVESTMENT SCHEME (P-AIS) People-carrier vehicles through investment in new and/or replacement models and components. CRITICAL INFRASTRUCTURE PROGRAMME (CIP) Transport systems, electricity and distribution systems, telecommunications systems, transmissions systems, sewage systems, disposal and treatment systems, fuel supply systems. AQUACULTURE DEVELOPMENT AND ENHANCEMENT PROGRAMME (ADEP) Stimulate investment in aquaculture to increase production, create jobs, encourage geographical spread and broaden participation. BUSINESS PROCESS SERVICES (BPS) Offshoring activities for back office process, contact centres, finance and accounting services, human resources, IT, technical services, etc. SOUTH AFRICA FILM AND TELEVISION PRODUCTION & CO-PRODUCTION INCENTIVE Feature films, telemovies, television drama series or miniseries, documentary or documentary miniseries, documentary features, animations, digital content and video gaming. FOREIGN FILM AND TELEVISION PRODUCTION AND POST-PRODUCTION INCENTIVE Large-budget films, television productions and post-production work. LOCATION FILM AND TELEVISION PRODUCTION INCENTIVE Attract big-budget overseas film and television productions. BPO&O INVESTMENT INCENTIVE AND TRAINING SCHEME Attract BPO investment and create employment opportunities and skills development.

TOURISM INCENTIVE PROGRAMME The Tourism Incentive Programme (TIP) was established by the National Department of Tourism in 2015/16 with the aim of stimulating growth and development in the tourism sector through providing financial assistance to privately-owned tourism enterprises. Five programmes are currently funded under TIP: Fund /Programme Objective & Focus Funding Owner / Manager Green Tourism Incentive Programme Department of Tourism A resource efficiency incentive programme whose objective is to encourage and support private sector tourism enterprises to adopt responsible tourism practices by moving towards the sustainable management and usage of energy and water resources. • Full cost for a new resource efficiency audit or • Full cost for reviewing an existing resource efficiency audit. • Grant funding to qualifying small and micro enterprises on a sliding scale from 50% to 90% of the total cost of implementing resource efficiency interventions, which is capped at R1-million. • Implementable in phases. Industrial Development Corporation (IDC) Tourism Transformation Fund Market Access Support Programme Tourism Grading Support Programme A dedicated capital investment funding mechanism that focusses specifically on financial support for black entrepreneurs investing in projects in the tourism sector. The programme aims to assist small inbound tourism enterprises to access and engage with tourism buyers in new and existing markets by reducing the cost burden of qualifying enterprises to attend and participate in predetermined international and domestic tourism trade platforms. The programme aims to encourage wider participation in the tourism grading system, reduce the cost burden of grading on small tourism enterprises, stimulate an increase in conformity to quality standards. • Combination of grant funding, debt financing and equity contributions to facilitate capital investment in the tourism sector by black entrepreneurs. • The grant funding portion is used to reduce the approved loan finance and/or equity contribution. • Grant contribution limited to 50% of the total loan finance and/or equity contribution approved. • Capped at a maximum of ZAR5 000 000 per beneficiary. • Covers costs of return economy airfare, accommodation, and exhibition/participation costs. • Domestic or international shows. • Group or individual support. • Discounts of between 80% and 90% on the cost of star grading assessment fees for accommodation establishments and meeting venues.
